- On April 9, 2014, an open house pertaining to the PennVest Sewage Project was held in the Manchester Room for the purpose of outlining the five separate sanitary sewer projects and to answer any questions.
- Grant secured by the borough in 2014 in the amount of $1,847,642.00 to help assist with funding the mandated repairs. The total project cost was $4,662,970.87.
- PennVest (Pennsylvania Infrastructure Investment Authority) Loan: $2,815,328.87. The loan is due to be paid in full by February of 2047. The annual loan payment is $108,646.32.

- Sewage Bill Example
SEWAGE BILLS: To be considered on time, and not subject to any penalties or late fees, sewage payments must be received at the borough office by 4 p.m. on the due date as stated on the bill. It is the sole responsibility of the customer to have payment in the borough office by the due date and time. Any payment placed in the mail which does not reach the borough office by the time and date it is due shall be considered late and the account shall be delinquent. Further, any payment delivered to or dropped off at the municipal building after 4 p.m. on the due date shall be considered late and the account shall be delinquent.
Understanding Your Sewage Bill
The Trafford Sewage Department splits all customer bills into four components, the consumption charge (CO) , the maintenance charge (MA), the service charge (SE) and debt service fee (DB). All charges are based on your previous water bill from WPJWA or MAWC. For this reason, it is not uncommon to receive a sewage bill after you have moved. Please note that failure to pay your sewage bill will result in your water being shut off.
Consumption Fee
This is your actual consumption as calculated by ALCOSAN. The current consumption charge is $11.92 per 1,000 gallons. There is a 6,000 gallon minimum charge, so without any usage you will owe a minimum of $71.52.
Maintenance Fee
This is charged by the borough of Trafford for maintenance and upkeep of the sanitary sewer system. Federal mandates set forth by the EPA require the borough to repair the deficiencies in the sewage system. Even after the mandates are met, the system will need to remain in compliance. This means that no storm water will be allowed to infiltrate the sanitary system. The current rate is $6.00 per 1,000 gallons. There is a 6,000 gallon minimum charge, so without any usage you will owe a minimum of $36.00.
Service Fee
This amount is necessary to pay for the costs of administrating the billing, collection, and posting of accounts. This charge will be a flat amount, currently set at $25.05.
Debt Service Fee
All funds collected via “debt service fee” shall be dedicated to the debt service payments of the Borough’s PennVest loan for required sewer repairs mandated by the state of Pennsylvania. Upon satisfying the loan the fee shall be removed from the bill. The current fee is $6.00 per month/$18.00 per quarter. For example: 12,452 gallons of water was consumed 12,452 * .01041 = $129.63 Consumption fee. 12,452 * .00600 = $74.71 Maintenance fee. $21.88 Service fee. $18.00 Debt service fee ———– $244.22 Total Bill for the three month billing period.

How do I pay my bill?
You can now pay your bill online by clicking on the “Online Bill Pay” menu option on the Trafford Borough website (www.traffordborough.com), in person at the borough offices or mail it to: Trafford sewage department, P.O. box 196, Trafford, PA 15085. Please be sure to include your account number on your check.

How often is the sewage bill sent?
Sewage bills are sent on a quarterly basis for 3 months of usage.
How do I correlate my sewage bill to my water bill?
Your sewage bill is always calculated from your previous (3 months prior) water bill. Your sewage bill is based on your water consumption, which is the number of gallons of water you used in the previous water billing cycles.
What is a CCF on my water bill?
Sometimes the water company will report your usage in ccf rather than gallons. To calculate gallons, take the ccf and multiply it by 100 then multiply that by 7.481 to get the number of gallons you consumed.
Will the maintenance charge ever go away?
Once the mandates are complete this charge may be reduced depending on the amount of maintenance work required to maintain the system.
