7. Public Comment

c. Borough Response
Theresa Severino (317 East Edgewood Ave) addressed concerns about the lack of parking on Fairmont Avenue and inquired about what can be done about the abandoned/vacant cars parking on the street. Ms. Severino asked if there is a way to request a private parking space/permit for her daughter to have in front of her house.
Borough Response:
Mayor Llewellyn replied that Fairmont is a public street for
all residents to utilize, and to make any changes to the parking situation the
current ordinance would need to be revised and made the same for all residents.
Code Enforcement also provided a response and stated that
a description of the vehicles and the license plate would better assist in
investigating the abandoned/vacant cars on the street.
Councilmember Cardiff stated that Code Enforcement will coordinate
with the Police Department to address the abandoned vehicles.
Nick Acquaviva (615 6th Street) addressed concerns about a proposed stop sign for Fairmont and Sixth Street to slow traffic down as it is a safety concern with a lot of children in the area. Mr. Acquaviva expressed that the neighbors share the same concern, and he read a letter written on behalf of a concerned neighbor that lives at 611 6th Street.
Borough Response:
Manager Peticca stated that she forwarded a previous
email about the speeding concerns on Sixth Street to the Police Chief. The
borough will collaborate with the Police Chief to investigate the possibility
of adding a stop sign on Sixth Street and following through on any necessary requirements
to do so.
It was recommended to coordinate with the Police Chief to
possibly move the electronic speed sign over to Sixth Street to help slow
motorists down.
8. Report from Borough Engineer, Penn E&R
a. Report submitted.
b. Public comment on Penn E&R’s report- There were no questions on the report submitted.
9. Mayor’s Report –
§ Mayor Llewellyn read the police report for the month of April.
§ There have been reports from surrounding municipalities of items missing from vehicles due to break ins and vehicles being stolen.
§ A reminder for all residents was given to be sure to lock their vehicles.
§ It
was noted that some changes need be made to clean up days for next year to
ensure that only residents are participating in the program.
10. Committee Reports
a. Community & Economic Development (Chair Steve Perovich/Co-chair Jesse Dapra)
§ TECDC
member Jeff Contillo stated event wise a community yard sale is planned for
August 2nd, Oktoberfest ay BY Park September 6th, and
Holiday Happenings December 6th.
§ Mr.
Contillo mentioned that the beautification team has been very active weeding, cleaning
up shrubs, trees, and planting flowers around the borough.
§ The
Legion is organizing the Memorial ceremony after the parade on May 26th,
and Rose Schopp is organizing the parade.
b. General Government & Finance (Chair Pat Bayko/Co-chair Rose Schopp)
§ No
report was given.
c. Parks & Recreation (Chair Jesse Dapra/Co-chair Steve Perovich)
§ The
committee reported that the Recreation Board has the Flavor fest event coming
up.
§ The
Playground program is about to start in June for 7 weeks (Woodlawn/Fairmont).
§ The
Recreation Board is organizing a Free Fishing Day in July.
d. Planning, Property, & Ordinances (Chair Casey Shoub/Co-chair Ralph Deabner)
§ Code
Enforcement read the April report.
e. Public Safety (Chair Rose Schopp/Co-chair Pat Bayko)
§ The
committee is in the process of organizing a Crime Watch program.
§ The
committee would like to plan a National Night Out with the Police and Fire
Departments.
f. Public Works & Sanitation (Chair Ralph Deabner/Co-chair Casey Shoub)
§ The
committee thanked the Public Works department for their efforts on clean up
days.
§ The
committee reported that during clean up days, there were 10 dumpsters filled
g. Junior Council Person (JCP) Report
§ No
report was given, JCP member Claypool was absent.
h. President Kris Cardiff
§ The
JCP Mock Council meeting is being organized tentatively for May 20th,
and the program is looking for volunteers to participate. There will be
information posted to the website along with a sign-up page.
§ A
thank you was given to everyone who helped and volunteered their time during
clean up days.
11. Manager’s Report –
§ Liquid
Fuels monitoring review audit completed.
All procedures have been adhered to and followed.
§ A
thank you was given to the volunteers that helped during Clean up days, and to
the beautification team for all their efforts planting and cleaning up all the entryways
and garden beds in the borough.
§ Hometown
Hero Banners will be installed before Memorial Day weather permitting, and the
previous banners will be collected and housed at the borough building and
available for pick up.

A. Old Verkada Cameras and possible action to advertise to place on Municibid.
The cameras are approximately
2 years old, the borough had new cameras installed.

B. EMS Closet in Manchester Room and possible action to clean it and remove the desks, tv monitors and office equipment, and sound system.
It was recommended that any items that the borough no
longer have any use for those items accompany the cameras on Municibid.

that the sound system equipment is broken and will just be discarded and placed

A. IFC Ordinance 2-2025 – possible action to advertise updates
Solicitor Alexander recommended that Councilmembers
authorize himself, Manager Peticca, Code Enforcement and the Building Code
Official to finalize the updates to the IFC Ordinance and have it advertised
and then adopted at next month’s meeting.
