Councilmember
Cardiff stated this topic was brought to the attention of councilmembers at the
last meeting. Councilmember Cardiff is proposing that the borough make any
business that has a PA lottery machine exempt from the $150.00 amusement fee from
the borough’s annual fee schedule.
Manager
Peticca confirmed that the borough has two businesses that have these lottery
machines.
Councilmember
Bayko asked if there would need to be changes made to the fee schedule and
ordinance.
It was recommended
by Solicitor Alexander that a change to the wording of that ordinance would be
needed to allow that exemption, and a motion would need to be made at the ordinance
to advertise that change.
It was
decided by council members that this topic will be placed on the agenda for the
March meeting for a vote.
Councilmember Cardiff
stated the PSAB conference is an opportunity to network and develop relationships
with other communities.
Manager Peticca stated there are a lot of quality learning classes for Councilmembers and Admin to attend. Some of the courses offered at the conference are: Public Works Project Management 101, Social Media Policies, Crisis Communication, to name a few. Its value added to anyone who wants to attend the conference. The conference is in Hershey Pa. The PSAB has everything listed on their website. The registration needs to be completed by April 9th to receive a discounted rate. It was determined that anyone who would like to attend should be submitted to Manager Peticca within the next two weeks. It should also be determined who could be appointed the official voting delegate and a back up delegate to the PSAB. The voting delegate would be Councilmember Cardiff and Manager Peticca as the alternate.
Councilmember
Cardiff deferred to TECDC member Jeff Contillo for an update.
Mr.
Contillo stated there are tickets circulating for purchase for a TECDC fundraiser.
The members of the TECDC are looking to create events for the community, and there
was a recent poll published on social media to see what the residents of Trafford
are most interested in. The results of the poll included a food truck round up,
Bingo fundraising or similar type of event. The feedback provided from the community
will be discussed with the TECDC members to see how the group can make those
suggested events happen. Mr. Contillo also stated he will be the liaison for
the electronic billboard sign.
Councilmember
Bayko discussed the new electronic speed sign that has been placed within the
borough.
Manager
Peticca stated we are currently involved in a demo training of the speed sign with
intent to purchase. The software allows us to retrieve reports digitally,
because of Wi-Fi capabilities. There are a lot of reports and features that we’ve
been able to access. The sign that we would purchase would have solar panels vs
the battery backup option that we’ve been testing. All Traffic Solutions is the
company that provided the sign to us to demo, and they have been so cooperative
to work with.
Mr.
Contillo commended the borough for their efforts to remove the geese from the
BY park.
Manager
Peticca stated that we are approaching the geese mating season, and urged
residents to alert the borough anytime one or more geese are spotted so the
borough can make the call to Crespo’s Wildlife service to chase them out of the
park.
A resident
asked if anyone knows the status of the sidewalk issue located at 501 Cavitt Ave.
Manager
Peticca stated that property is owned by the Fire Department, and we recently
were at the local magistrate’s office, and it was proved they were guilty, however they have appealed Judge Tyburski’s decision
to the court of common pleas. The date for that hearing is March 19th
at the County Courthouse.
A resident
also mentioned that garbage collection was missed in the 400 block of Fairmont
Ave this past Thursday, with Monday being a Holiday the garbage is still
sitting out. The question was asked why the police can’t bring it to the
attention of the borough office so something can be done to remove the garbage.
Manager Peticca
urged the resident to contact Waste Management when this is occurring. There
are times we don’t always know in the borough office that this is occurring.
For this instance, we can certainly mention it to our contact person at Waste Management.
The best practice would be to contact Waste Management. Manager Peticca stated
on the website for Waste Management you can find on the home page customer
support, choose missed pick up- it then remedies the problem by reporting it on
their website.
Another
resident encountered a similar issue, and she called Waste Management by phone
and spoke with a representative to report the issue with no problem, and it was
resolved.
Councilmember
Cardiff announced the conclusion of the discussion meeting to proceed with the Public
Hearing Meeting starting at 7:00pm.
