4.     Notice of Executive Session held February 15, 2022, for matters of litigation, personnel, and contracts.

 

5.     Approve the February 1, 2022, regular meeting minutes.

6.     Public Comment

a.      Lynwood Leeman 334 Fourth St. – Mr. Leeman expressed concern that the Fairmont playground sidewalk was not shoveled during the recent snowstorms. The Edgewood park sidewalk was shoveled, but the steps were not cleaned so no one can get down them, due to deep snow. The Bandy building has had a dumpster sitting out for a long length of period. Mr. Leeman does note that other than the few things mentioned above public works did do an excellent job at maintaining the streets during inclement weather.

b.     Borough Response- Borough manager, Ashley Stack responds that public works was down to two full time staff and one part time staff working around the clock due to other staff sick with covid-19. The sidewalks were last on the priority list, as they were working hard to maintain roads with minimal trucks running. Manager has not received other complaints about the above issues but does ask that if residents have a concern to call the borough office so issues can be addressed at that time. The dumpster is on private property, so the borough cannot do anything since it is not on the roadway requiring a permit.

 

7.     Ratify the approval to change the February 15, 2022, Discussion Meeting to a Regular Voting Meeting.

c.      Discussion: The reason this meeting had to be changed to a voting meeting is due to the borough tax collector resigning. A new tax collector must be voted on during this meeting 2/15/22

8.     Ratify the advertisement for changing the February 15, 2022, Discussion Meeting to a Regular Voting Meeting.

9.     Ratify the advertisement for the one Recreation Board vacancy, two Planning Commission vacancies, and       one Vacancy Board opening.

c.      Discussion- The rec board asked that the borough advertise so they could get some applicants before their February 28, 2022, meeting

10.  Ratify the advertisement of the Borough Manager position.

11.  Accept the resignation of Trafford Borough Recreation Member Joyce Miller, effective

January 31, 2022.

a.      Motion: Councilmember Perovich

c.      Discussion- Mayor Llewellyn asked why Joyce resigned, and Ashley Stack responds that Councilmember Batzel let her know of Joyce Miller’s resignation with no reason said.

12.  Accept the resignation of Trafford Borough Tax Collector Henry Schultz, effective February 8, 2022.

13.  Accept the resignation of Trafford Borough Zoning Hearing Board Alternate Pat Bayko, effective immediately.

a.      Motion: Councilmember Shoub

b.     Second: Councilmember Perovich

c.      Discussion: This is due to Pat Bayko being on council now she is no longer eligible to serve on the zoning hearing board

14.  Accept Borough Manager Ashley Stack’s resignation, effective April 3, 2022.

a.      Motion: Councilmember Shoub

b.     Second: Councilmember Bayko

c.      Discussion- Ashley states that she is going to a larger municipality that offers more training opportunities and it is a great step for her professional future. The municipality did let her give ample time for the borough of Trafford to find a replacement for Manager to allow for training. President Cardiff speaks how tremendous Ashley has been to the community, and all the accomplishments she has made in the borough did not go unnoticed. He said he would never fault someone for bettering themselves.

15.  First there is a motion by Councilmember Bayko to nominate KRATZENBERG & ASSOCIATES, INC. d/b/a KEYSTONE COLLECTIONS GROUP as the new tax collector for Trafford Borough

a.      A second motion to nominate Keystone Collections is given by: Councilmember Shoub

b.     Vote:  4, 0

c.      Approve the resolution to appoint KRATZENBERG & ASSOCIATES, INC. d/b/a KEYSTONE COLLECTIONS GROUP to serve as the borough’s real estate tax collector.

d.     Motion: Councilmember Shoub

16.   New Business and Discussion

a.      Mayor Llewellyn asks if Trafford girls softball can use the borough parking lot to sell hoagies on April 9th-  (no opposition from council)

b.     A senior league wanted to use the South Trafford ball field on Monday nights from April- August- office asked them to send a letter to Mayor and president Cardiff for approval

c.      May 6th and 7th will also be the Borough’s clean up days
